Watershed Management Program Request for Qualifications

The Ventura Countywide Stormwater Quality Management Program (VCSQMP) is seeking qualified candidates to develop a watershed management program (WMP) to meet the requirements of the 2021 Regional MS4 Permit (Permit) in Ventura County. The new Permit includes provisions that allow permittees the flexibility to customize their stormwater programs to achieve compliance with certain receiving water limitations and water quality-based effluent limits over time through the development of a WMP. Participation in a WMP is voluntary and allows a Permittee to address its highest watershed priorities, including complying with the requirements of the Permit for Receiving Water Limitations, Total Maximum Daily Loads, Discharge Prohibitions and Minimum Control Measures. The Ventura County permittees intend to develop one WMP with specific sub parts or chapters for the five WMAs identified in the WMP Request for Qualifications (RFQ).

2. Section 8.0 Required Format for Proposals states, “The Proposal, including cover letter, attachments, and appendices (NOT including the hours' estimate and timeline) shall not exceed twenty (20) pages in length, utilizing 8.5" x 11" pages with one-inch margins.” Does a front cover page count toward the total page count?

3. Section 8.0 Required Format for Proposals states, “Font size shall be twelve (12) points for text or eight (8) points for graphics.” Can the font for tables be sized between 8 and 12 points to ensure legibility and appropriate use of space?

5. Should individual meetings with the agencies be included in Task 6.5.3 to discuss the proposed projects for screening?

6. How many projects should we plan to move through the regulatory and permitting review process in Task 6.5.4?

Response: To simplify the estimates for Task 6.5.4 and 6.5.5, please provide a unit hours estimate broken out for one of each small, medium, and large projects for be evaluated for permitting and constructability per permittee.
